Research On Evaluation And Countermeasures Of Green Mine Construction For Datun

In the background of increasing environmental crisis, resources crisis and population crisis, the strategy of sustainable development has been implementing in worldwide countries. Similarly, this strategy has also been adopted actively in mineral resources industry in our country, and also the construction of green mine has been promoting gradually. As the first batch of national green mining pilot units passed state examination, the green mine construction is like a raging fireon a national scale.In light of this, a comprehensive, scientific and objective evaluation criterion of the green mine construction must be established to measure the development status of green mine. Although China has implemented a green mine construction projects, but its criteria is still in the exploratory stage, it has not yet developed a unified and widely accepted evaluation system.Firstly, this paper summarized the research status of green mine at home and abroad, and mainly elaborated the theoretical foundation of sustainable development,circular economy and the balance between ecology construction and economic development. Secondly, through analyzing the construction status of green mine for Datun in detail, the comprehensive evaluation index system was established based on the DPSIR mode. Thirdly, by using principal component analysis(PCA), the original data of Yaoqiao, Longdong and Xuzhuang mine in Datun from 2008 to 2012 was processed and evaluated. And then, the green mine construction situation of Datun could be elaborated on the basis of evaluation result of three mines. At last, several corresponding countermeasures and suggestions were put forward based on the empirical findings and the green mine construction situation.The empirical analysis results indicate that the construction of green mine for Datun has been great changes from 2008 to 2012. It can be summarized that it has evident effect in resources utilization efficiency, environmental protection and safety production etc. Growth speed of the green mine construction of Yaoqiao and Xuzhuang were quickly, while the Longdong developed relative slow. Based on the empirical study, not only recognized its advantageous features, but also discovered the weaknesses and what problems to solve at present. All results approved that the evaluation index system and method of evaluation had better practicability and feasibility. Finally, combining with the main conclusions of the study,countermeasures and suggestions on the green mine construction were proposed tocentral and local governments, such as optimizing mechanism of land rehabilitation,improving capacity and production process flow through technological innovation,extending industrial chain of circular economy and improving the regulatory system.
