Along with the accelerating process of global economic integration, port as the window and carrier connected to the world, is playing more and more important role in international trade, logistics and transportation services, Chinese-foreign joint industry. With the speeding up of the port construction and upgrading of the port function, the port has attracted a lot of production factors such as population, resources, information, capital, seen as the growth pole of economic development in a region. With the implementation of the Belt and Road Initiative, the port node acts as a transshipment station and transportation hub in international maritime passage.Based on that, China’s coastal provinces and cities are increasing weight to Port-neighboring Economy. In fact a modern port is inseparable from the support of the modern industrial system and the city. According to domestic and overseas experience, these three sections attach closely.This paper briefly describes the connotation, characteristics and driving factors of "port-industry-city " composite system and uses correlated theories to explain the mechanism of "port-industry-city" coordinated development. The third part of this paper is the core content about coupling coordination degree analysis. First, give a brief introduction of development level of port, industry and city in Yantai, laying the groundwork for the empirical analysis and set up index system. Then, with the relevant model, calculate "port-industry-city" comprehensive development degree in Yantai, analysis evolution between subsystems, measure the coordination degree of "port-industry-city" composite system, prove whether "port-industry-city" coordinated development is sustainable. Finally compare coordinated situation for some coastal port cities to find shortcoming of Yantai. The fourth part of this paper summarizes the reasons for the coordinated development of "port-industry-city" in Yantai, and the gap compared with the other coastal ports. In view of the existing problems of Yantai, the research puts forward several policy recommendations to promote the composite system coordinated development such as improving development level of the three subsystems, optimizing coordination mechanism, enhancing the external guarantee, strengthening connections with hinterland economy.
