A Research On The Evolution And Evaluation Of Coordinated Development Of "Port-Industrv-City" System In Shanghai

With the high speed of globalisation and deepened international trade,industrial development in a certain region and its spatial organization efficiency has played a more important role.As the hub of various manufacturing elements,harbors not only attract population,resources,information and capital,but also promote the industrial collaborations home and broad.With the advantadge of integration mechanism in market development,highly efficient infrastructure network,harbor cities with specific strategic meanings have shouldered a more important task in global economy integration,international logistics services and regional synergistic development.Conscequently,the harmonious development among industry,city space and harbor transportation has arised wide attention in the academic field gradually.As China' s economic,commercial and financial center,the important node city in the national strategy One Belt and One Road,as well as the core city in the development of Yangtze River Delta region,Shanghai is situated at the southern bank of the estuary of the Yangtze River,formed beside Changjiang River and Huangpu River and near East China Sea,connecting the rivers and oceans,and the unique and advantageous location has earned it the position of famous global port city.Followed by the target of Four Cfenter Construction proposed by National Council in April 2009,Shanghai bureaucracy has compiled Shanghai Urban Comprehensive Plan(2016-2040)in 2016 and put forward that Shanghai would be transformed into an excellent global city in 2040,and strive for the international centers of economy,finance,commerce,shipping as well as technological innovation and become a cultural metropolitan city.Under such target,it's really meaningful to investigate the harmonious development of harbor,industry and city in Shanghai.Firstly,this paper differenciates and analyses the definition of harbor,industry and city,and summerises the definition,internal and external environment as well as the characteristics of "Port-Industry-City" system from correlated essays and former research.Chapter 3 textures the historical development and evolution characteristics of port,industry and city respectively from the view of time and space.Besides that,through the grooming of theories in the field of regional spatial structures,industry and economy,systemic and coupling development,the writer also probes the intrinsic(spatial)evolution mechanism and rules among harbor,industry and city.Besides that,through the grooming of theories in the field of regional spatial structures,industry and economy,systemic and coupling development,the writer also probes the intrinsic(spatial)evolution mechanism and rales among harbor,industry and city.The following empirical study calculated comprehensive development degree and coordinative degree of the systems of "port-industry","industry-city","port-city" and"port-industry-city" in the past fifteen years from 2001 to 2015.The empirical study which employed the models of system comprehensive development degree,dual system coupling degree,tri-system couping and coordination degree,after setting up an index system of system coupling coordination development,discovering that the comprehensive development and coupling coordinated development of the sysytem have been through three stages,rising quickly from slightly imbalance to stable developing state with high coordination level overall.Meanwhile,this paper adopted the dynamic model of systematic coupling evolvement and the method of price scissors to measure the evolving coupling process of "port-industry-city".The results show that the sub-systems inside the tri-system are in the state of mutual promotion,traction,and combination.While the price scissors between port and industry,as well as port and city are alike:decreased at first,then rised and repeated again,just like the letter "W";and they have the inclination of increasing,the gap between industry and city has been in a state of declination year on year.In the following,based on the emperical results,the writer summarized the reason why the system can attain the development level of superior coordination from the view of city land,the fast development of port and industry,as well as the their mutual combined development.Apart from that,this paper also conducted a simple analysis of elements that can restrict the sustainable superior coordinated development of the system.In the last,according to the emprical results and ensuing analysis,combining with development history of Shanghai "port-industry-city" system,and drawing the development experience from the developed coastal city,such as Rotterdam,Singapore,the writer come up with several political advice and path choice to promote the superior coordinated development of Shanghai "port-industry-city" system,in the aspects of strengthening the basis of shipping port,speeding up the combination of "port-industry"and "port-city",and so on.
