Research On Land Information Management System In Nanning City From The Perspective Of Open Government Theory

With the development of information technology, the era of big data, open government has become a hot direction of the reform of the government of the Democratic countries. The research on the theory tool of open government and the governance of the government has become more practical and workable. In recent years, citizen participation in our study more and more hot and get further development, open government is developed on the basis of citizen’s participation, and combined with the information technology brings great influence. It lays the foundation and provides the impetus for the open government theory. Under this premise, the open government forms a relatively complete theory and model. In addition, more and more government practice, so that the future government governance model of open government is gradually transformed from the ideal to reality.Firstly, this thesis introduces the origin and development of the theory of open government, to understand the reason, the background and the significance of the theory. And defines the concept. On the basis of defining the concept,according to information flows generated in the opening between the government and the citizen interaction is divided into three flows, "government to citizen ","citizen to government"and"the government and the citizens".On the basis of the three flows, further subdivided into five dimensions, defining the main actions of each dimension.Respectively, "information access", "supervision and consultation", "participation in decision-making","collaborative management"and"common assessment", these five dimensions is the establishment of open government’s core operations. Secondly, by empirical research method, Nanning city land resources sector as a case study, normative analysis and empirical analysis together, trying to Nanning city departments of land and resources of the land information management system construction and open government theory construction dimensions and methods are combined, the formation of open mode of government management of government information management mechanism, and on this basis, promote the transformation of governance mode.
