Recently the global are in the implementation of “energy saving,circulation,low carbon”economic development model,if China want to pay more attention on energy efficiency,it should first analyze the perspective of each provinces in China.With the convened of the climate conference held in Paris and the "Thirteen Five" plan implementation, Shanxi,as a vital supplier of energy,has an important strategic task to explore a low-carbonization road of the industry in order to achieve the goal of energy saving and intensive production. Low carbonization development is to seek the sustainable development of economy,environment and resources.The only way to achieve sustainable development in Shanxi Province is to build a low carbon coal-based industrial development model.The article focus on Shanxi industrial low carbon levels from two dimensions,one is the change of carbon emissions,the other one is industrial production efficiency or carbon efficiency(due to join the unexpected output of CO2 in the production function,also known as the carbon efficiency).The article takes the theory of sustainable development,circular economy theory and low-carbonization development theory as the foundation.First measuring the 8 cities in Shanxi Province in 2004-2013 industrial carbon emissions based on the collected data in each area of Shanxi Province industrial panel,and then use LMDI model with the addition and multiplication model resolve carbon emissions into population scale,economic development,energy intensity,and the energy consumption structure,which is concluded each factors’ contribution value and contribution rate to the change of carbon emissions.The next section,using Data Envelopment Analysis(DEA) and Stochastic Frontier Analysis(SFA) method to measure the area between 2004 and 2013 industrial technical efficiency, then refined into pure technical efficiency and scale efficiency,as well as the technical growth rate of total factor,and further decomposed into technical efficiency rate,rate of technological progress,etc. Under the two dimensions the paper got the empirical results that ranked the 8 cities respectively,compares the regional differences in Shanxi industrial low-carbonization. On the basis of a large number of empirical results finally gives the countermeasures and suggestions about the regional low carbonization development which the typical fossil fuels is coal. So the countermeasures of the development in Shanxi Province regional industrial low-carbonization mainly include: optimization of energy consumption structure;reduce energy intensity,the transformation of the mode of economic growth;strengthen independent research and development and technology transfer,promote technological progress.We will deepen the reform of the industry,and promote the development of green and six type transformation.
