An Empirical Study On Beijing-Tianjin-Hebei Economic Coordinated Development

Since 2014, the Beijing-Tianjin-Hebei integration has been elevated to the national strategic level, which has acquired much attention from public once again. From the 1980 s to now, Beijing-Tianjin-Hebei integration has been repeatedly mentioned while it didn’t get a substantial development. But once it has been mentioned, a number of policies has been published by government and Beijing-Tianjin-Hebei district ha. What is the theoretical basis for the development of Beijing-Tianjin-Hebei? Is Beijing-Tianjin-Hebei collaborative development superior than that of development with a single province? This problem will be illustrated by the interactive relationship between producer services and manufacturing industry in the paper.In theoretical aspect, this paper expounds that the productive service industry is separated from the manufacturing industry in the process of industrialization based on the theory of industrial division. Meanwhile, the interactive relationship of productive service industry and manufacturing industry is constructed by using Cobb-Douglas production function.In empirical aspect, this paper calculates the intermediate demand rate and the intermediate input rate of the province of Beijing-Tianjin-Hebei, Beijing-Tianjin-Hebei region and the Yangtze River Delta region by input-output tables and analyzes the above areas industry association of subdivision industry between producer services and manufacturing industries. The paper builds a simultaneous equations model based on Cobb-Douglas function, which test the interactive relationship between productive service industry and manufacturing industry of Beijing, Beijing-Tianjin-Hebei region and Yangtze River Delta region and come to a conclusion: Beijing-Tianjin-Hebei region is better than the provinces of Beijing-Tianjin-Hebei in the interactive relationship aspect between productive service industry and manufacturing industry, and the Yangtze River Delta region is better than the Beijing-Tianjin-Hebei region in the interactive relationship aspect between productive service industry and manufacturing industry, namely the coordinated development of the Beijing-Tianjin-Hebei region is better than the provinces of Beijing-Tianjin-Hebei and the coordinated development of the Yangtze River Delta region is better than the Beijing-Tianjin-Hebei region. On the analysis method, this paper uses the comparative analysis method. Through the comparison of Beijing-Tianjin-Hebei region and the provinces of Beijing-Tianjin-Hebei, we come to the conclusion: Beijing-Tianjin-Hebei has been the economic coordinated development. Through the comparison of Beijing-Tianjin-Hebei region and the Yangtze River Delta region we can more clearly see the effect of Beijing-Tianjin-Hebei economic coordinated development.In this way, we can come to a main conclusion:Manufacturing industry in Beijing-Tianjin-Hebei region on the productive service industry’s intermediate demand is mainly in the trade of wholesale and retail, transportation and warehousing industry, financial services and other traditional productive service industry. And producer service industry in Yangtze River Delta region of manufacturing’s intermediate demand is mainly reflected in research and experimental development industry, information transmission, computer services and software industry, comprehensive technical service industry and so on which can be described as knowledge-based service industry.Beijing, Beijing-Tianjin-Hebei region, and the Yangtze River Delta’s productive service industry for manufacturing intermediate inputs in region of Beijing, Beijing-Tianjin-Hebei region, the Yangtze River Delta is mainly in electrical, machinery and equipment manufacturing industry, general and special equipment manufacturing, communications equipment, computers and other electronic equipment manufacturing industry and technology intensive manufacturing. Tianjin and Hebei’s producer services on manufacturing intermediate demand is mainly in petroleum processing, coking and nuclear fuel processing and chemical industry intensive manufacturing.The collaborative development of Beijing-Tianjin-Hebei is better than single province development in aspect of interactive relationship between productive service industry and manufacturing industry. Market need to play the main body function role to achieve collaborative development in Beijing-Tianjin-Hebei region. At the same time, we should sufficiently elaborate the function of intermediary organizations as a bridge, making good connection between the government and the market.
