The Research Of Headquarters Economy Development In Tianjin Based On The Perspective Of Upgrade Industries

As a new form of regional economy, headquarters economy comes into being in the context of economic globalization and regional economic integration development.The development of headquarters economy plays an important role in accelerating economic transition and development, optimizing industrial structure, strengthening inter-regional cooperation and promoting the sustainable development of regional economy, and in many countries, regions and cities to pursue the economic development model. In recent years, Tianjin’s municipal government attaches great importance to the development of headquarters economy is increasing day by day. The problem to improve the competitiveness of headquarters economy must to be solved for Tianjin’s economic development. Correct understanding of the importance of Tianjin’s headquarters economy and industrial upgrading, the headquarter economy current situation and existing problems in Tianjin contributes to positioning the direction of Tianjin’s headquarters economic development, promote industrial upgrading and optimize Tianjin’s economic development.This paper mainly uses three kinds of research methods, such as literature research, qualitative research method and comparative analysis method. In this paper, the meaning of the headquarters economy and industrial upgrading, the theoretical basis and the theoretical relationship between headquarters economy with industrial upgrading is systematically analyzed and comb. Then we analyze Tianjin’s headquarters economic development present situation through making use of evaluation index system of city headquarters economy development ability. We found that Tianjin has many advantages, such as natural location, transportation, education, scientific research, financial services and administrative resources. At the same time, many problems like insufficient funds, incomplete matching, lack of research ability and policy service are still existing. Through the further study on the relationship between the headquarters economy and the industrial upgrading, we found that the rapid development of science and technology and economy, "spheres of economy" collaborative upgrading of industrial structure and the deepening development of industrial chain put forward new requirements to Tianjin’s economic development. And the five practical effect of headquarters economy, its role on the evolution of industrial structure, upgrade and other industrial upgrading is of great significance in Tianjin. After that, we analyze the headquarters economic development of New York, Tokyo and Singapore. And we found the common experience, such as giving full play to the advantages of urban conditions, strengthening the government’s support, giving great importance to the high-end resources, optimizing the carrier of headquarters economy construction and improving the infrastructure construction. The following, we analysis the experience of the south Korean industrial upgrading, such as the government leading, enterprise collectivization, strategic industries preferred, the traditional industry transformation, and the actual situation of Tianjin. At last, we establish overall goal for the development of Tianjin’s headquarters economy and put forward corresponding countermeasures and suggestions, such as enhancing the comprehensive service functions, enhancing the investment on research and development, strengthening the policy support and promoting regional cooperation, etc.
