The economies of scale, encourage innovation, technology spillover and other competitive advantages it leads to, is significant to the development of regional industrial. How to take advantage of the law and the effect of industrial agglomeration to adjust and optimize the layout of regional manufacturing, driving industry agglomeration to further conversion of manufacturing base, which is the significance of this study that research advanced manufacturing base from this perspective.The CPC Central Committee and the State Council orients Tianjin as "a group three areas" development orientation. It’s a rare opportunity for Tianjin’s development. Tianjin’s economic growth has long been supported by the manufacturing sector. So, how to win a new wave of development in the new round of technological revolution and industrial revolution, and build facing the country and the world’s advanced manufacturing base, we need orient Tianjin’s development orientation.
