Since the reform and opening-up, China’s manufacturing industry actively participate in various forms of international division of labor, and into Global Value Chain using the elements of the low cost advantage, and through learning foreign advanced technology and experience they could promote their own development. This kind of development model made considerable contributions for China’s manufacturing industry, the economic growth and employment increase. But in the era of financial crisis, China’s manufacturing industry is faced with a series of problems, such as, low efficiency in manufacturing, rising costs of elements including labor, the constraints of environmental resource and that the ability of technical innovation is weak and so on. In the other hand, competitiveness of the industry of the abroad is promoted by technical transformation.In this background, this paper puts forward that technical transformation is useful to enhance the competitiveness of manufacturing industry in our country, and to the upgrading of manufacturing industry, because technical transformation is helpful to improve the asset structure of manufacturing, can produce investment demand for high technology industries, and greatly promote the efficiency of management of the enterprises. Moreover, technical transformation has a greatly impact on the upgrading of manufacturing industry by improve the value of each link in the product value link.Then, this paper proved that technical transformation is helpful to improve the efficiency of manufacturing by building the mathematical model, and the empirical test using the manufacturing industry’s panel data. Meanwhile, the test results also show that technical transformation can not only enhance the profitability and competitiveness of traditional industries and also high technology industry. What’s more, incremental investment is not helpful for the upgrading of manufacturing industry, but may bring the decline of average profit margins of manufacturing industry, and increase in R&D spending can increase the profit margins of high-tech manufacturing industry, but not the low-tech manufacturing industry. In addition, foreign direct investment of manufacturing will significantly reduce the profitability of manufacturing industry.Next, this paper deduce the formula of structural elasticity of manufacturing industry by using mathematical model and measure the relevant parameters by using measurement software. After calculation, it found that the structural elasticity of manufacturing industry in our country began to decline since 2005, and this is because the proportion of technical transformation investment in petrochemical, metal and non-ferrous metal industry.Finally, author summarizes the paper on the basis of the theory and empirical study, and gives the corresponding suggestions.
