After China carried out reform and open police,the economy rapid increase,the industrial and manufacturing have seen a rapid development,also the urbanization process speeded up gradually.But with the development of society and expansion of city scale,the ecological environment problem of our country also gradually reveals and it has become a major problem which influences the national survival and the economic development and can not be ignored.The increase of the number of the city,the expansion of urban land and the large number of agricultural population influx of city all bring great pressure and damage to city resources' supply and ecological environment.In recent years,our country strongly advocates the development of ecological civilization city.The eighteen Party's report puted the ecological civilization and politics civilization,economy civilization,culture civilization and social civilization in parallel position,established the general layout of “five in one ",also made the importance of the construction of ecological civilization and prominent significance clearly.Nowadays,construction of Chinese ecological cities has gradually got the attention from all municipal government,booming gradually.But since the infrastructure construction in our country generally takes the form of government financial payment and the level of debt ratio from every local government is always high after the large-scale urban construction,it is difficult to meet the needs of the emerging of the construction of urban water ecological.Therefore,every province and city also have brought PPP model introduced into the urban ecological construction of water in succession,using the social capital to conduct the project of the urban water ecological construction,including the finance,construction and operation maintenance,lightening the burden of government,meanwhile,promoting the construction of urban water ecological processes.Thus,the application of PPP model in urban water ecological construction projects has become an inevitable trend.The potential to promote the PPP model is very large."The 13 th Five-Year" planning proposal stressed that we should appropriate expansion in aggregate demand at the same time,to strengthen the supply side reform.The core of supply side reform is to play the role of the enterprise and the market,to solve the problem of sustainable development of China's long-term,and through the system reform to solve the production side or supply side of the contradictions and problems.The promotion of PPP model is the coordination of public service and supply mechanism,and it is the reform of the supply side of the investment field.PPP model involves a wide range of people,and a lot of PPP projects related to the major national people's livelihood.It is also an important part of the supply side structural reforms,and has significant meaning and historical significance.The model of Public Private Partnership(Referred to PPP)adopted by the urban water ecological project should get through the value for money.At the present stage,our country is mainly based on qualitative evaluation,quantitative evaluation is carried out on the basis of local market conditions.But now,the research on city water ecological PPP project is relatively less,and the spaces of research on the mode selection,risk identification and management,ownership and management of distribution and transfer,value evaluation and other aspects are still great.Among them,the value for money of urban water ecological project in our country has not formed a unified index system and standard,.This paper is based on the condition,constructing the index system which is applicable to urban water ecological project,and proposing an improved evaluation method.This paper puts forward to adopt the improved uncertain hierarchical analysis method to determine the index weight and combine with different weight expert scoring method to modify index score,then calculate the project's final evaluation scores and compare it with preset evaluation standard,and finally evaluate the value of the project.This method is simple and feasible,and it is verified by example.This paper aims to provide reference for the establishment of city water ecological project's qualitative evaluation system,and afford ideas and experience for the following research evaluation method.
