Capital Transboundary Water Features Of Ecological Compensation

By using methods of literature review,investigation and comparative analysis this thesis takes a empirical study for the ecological compensation of Capital cross-border water functional source area and provides policy suggestions to establish a long-term effective mechanism and promote the harmonious development of the regional economy. This thesis creates some innovative discusses as the following aspects. To begin with, this thesis firstly defines the concept of cross-border functional source area and its main characteristics of ecological compensation such as the relative independence of its participate, the complexity in the process of the compensation and the diversity of flexible of the way to achieve the goal of compensation.Then compares the ecological sustainable model with Yanqing country and discusses its relationship with ecological compensation in theory.And then this thesis defines that the subjects to provide compensation conclude the upstream Capital area and downstream Huailai country. Then this thesis proposes the ecological compensation of Capital cross-border water functional source area should be divided into two steps.Finally, by using methods of empirical method, index system model determined by water quality and quantity and opportunity cost which the first two kinds of methods are based on the market mechanism of supply and demand of water resources this thesis estimate the compensation quality of the study area. Generally speaking, the conclusion is that the reasonable compensation standard of the study aera is between 0.4-0.7 billion per year.
