China is a big traditional agricultural country with a population of 1.36 billion and thus, a large agricultural population. How to develop modern agriculture effectively has always been a challenge besetting our government. Limited by financial and technology resources, currently the main way of developing agriculture in our country is to introd uce technologies, and combine these technologies with the reality in our country, and co nstantly apply science and technology productivity to agriculture. At this time, Agricultur e Science & Technology Park (ASTP) emerged, which made it possible to develop agri culture in a large scale and large area. The Communist Party of China Central Committ ee and State Council issued "Some opinions on increasing efforts to reform, innovation and accelerate the construction of agricultural modernization" in 2015, which emphasized the important role of ASTP in the construction of agricultural modernization in our co untry. Fujian province had built twelve ASTPs based on it’s characteristic agricultural an d unique Fujian merchants resource. Studying on the development issue of ASTP posses ses strategic and practical significance on optimizing the resources allocation, industrial structure and promoting agricultural competitiveness in agricultural development in our c ountry. We applied Data Envelopment Analysis (DEA) to evaluate the economic, social and comprehensive efficiency of ASTP in Fujian. On the other hand, we explore the m ain elements restricting the improvement of ASTP comprehensive efficiency. Based on t he results of our research, we offered a few propositions on the practice problem of AS TP development.Firstly, we combined four theories, including industrial cluster, technology gap, seal e effect and production factors, with the reality of Fujian ASTP development, and sum marized other research results of ASTP to form the frame of this article. Secondly, we described the development situation of China and Fujian province, focusing on prime m over industry and monitoring data of 12 ASTPs in Fujian. Thirdly, we applied DEA to evaluate the economic, social and comprehensive efficiency of ASTP in Fujian, and expl ore the main elements restricting the improvement of ASTP comprehensive efficiency. L astly, we offered 10 propositions based on the results of our research to Fujian ASTP a t government, park and industry level, as follows:Locate ASTP definitely and reduce multiple target setting. Figure out the responsibi lity of management committee of park and optimize the administrative efficiency. Increa se financial supports and improve effective utilization of financial resources. Raise social and economic level around parks and build a two-way interactive relationship between parks and locals. Optimize configuration centralization of the elements and produce clust er effect. Strengthen economic and information management of parks and emphasize the collection of microdata. Give play to characteristic industry and improve enforcement o f project. Give play to commercial advantage of Fujian merchants and avoid internal in attentive disadvantage. Accelerate enterprise transformation and extend the industrial chai n. Apply’double longitudinal combined system’and create specialty product brands of ASTP.
