Regional scientific and technological innovation capability is one of the key factors in enhancing regional competitiveness and promoting a regional social and economic continuous development. It has a very important significance to improve the region’s competitive advantage that scientific evaluation of the level of scientific and technological innovation in a certain stage of development of an area and generating strategy of scientific and technological innovation in line with the regional development. In this article, we select the research data of three time sections and choose the regional technological innovation capability for the study object,69 counties in Zhejiang Province as the study area. On the basis of the relevant literature research, we define the connotation and nature of science and technology innovation and each elements, then build a multi-index evaluation system of county science and technology innovation of Zhejiang Province. This article make an analysis on comprehensive evaluation and temporal change of county science and technology innovation level in Zhejiang Province by use the methods of entropy and exploratory spatial data analysis, and explore strategies to improve the technological innovation capability of each county based on the evaluation results. In this article, the conclusions are as follows:(1) From the view of timing differences on the level of technological innovation, the annual change in the level of each county technological innovation has continued to rise. From 2005 to 2011, the level of technological innovation of the Northeast region in Zhejiang rose to a larger growth compared to the Southwest region.(2) From the distribution pattern of horizontal space on science and technology innovation, the level of county scientific and technological innovation showing a "polarization" of innovational development trend on the whole. Overall characteristics on the level of county scientific and technological innovation presents that the level from south to north gradually rise on the north-south direction and with a gradually increasing trend from west to east on the east-west direction.(3) From the cold-hot distribution pattern on technological innovation, the overall performance of technological innovation spatial distribution is hot northeast and cold southwest in technological innovation hotspot pattern. The core area of county science and technology innovation in whole province is relatively stable, mainly in Hangzhou and Ningbo, the two major economic circle area, cold spots mainly concentrated in Quzhou, Lishui City and the surrounding area near some of the county, in addition the range is constantly expanding.(4) From the perspective of hot growth pattern on technological innovation, the growth hotspots of county technological innovation in the province is relatively stable.Hangzhou and Ningbo economic circle centered innovation zone is the fastest growing and most dynamic core area.
