With the advent of the era of knowledge economy, human capital, as the core elements, has become a prerequisite for the development. In this background, the talent as the core capital of human capital, plays an important role in the development of economy and society. Talent is important core elements to improve the competitiveness of enterprises, the brain drain will not only harm the interests of the enterprise, also can increase the enterprise cost, how to keep and improve the level of its ability, has become one of the most research value of the hot issues in the field of the current human resources management theory and practice.At present, enterprises in the selection and use of knowledge workers incentive way has some problems. On the one hand, the economic incentive patterns lead to short duration, and the results are often not satisfactory, and the knowledge workers’ growth and the building of enterprise core competition ability have little success. On the other hand,although some companies try to apply different incentive combination to different types of the workers, but because of the lack of effective guidance, incentive effect is not ideal.Modern enterprises is essentially composed of human capital and non-human capital and human capital property right has a special position and role in enterprise ownership arrangement, the non-human capital property right must be achieved through the role of human capital. Therefore, based on the research on human capital property rights realization of enterprise incentives have important theoretical and practical significance.This article embarks from the features of knowledge workers and elucidates that talent market allocation and enterprises allocation are effective path of the realization of talent capital property rights under the new angle of self perception. The knowledge works’ realization of talent capital property rights in talent market includes the reasonable flow perception and the choosing profession autonomy perception, and the realization of talent capital property rights in enterprises is divide into profit perception and control perception.Both of them constitute the integrity of the realization of talent capital property rights.Then this paper clarifies the path correlation by making a distinction between the different paths, constructs the model of the cycle path. And explores the mechanism of enterpriseemployee’s incentive to the realization of talent capital property rights.This paper research the knowledge workers’ motivation problem based on the realization of talent capital property rights, and use the statistical software SPSS to extract four dimensions of the motivation factors, This paper further systematically analyses the relationship between motivation factors and the talent capital property rights through the statistical software AMOS, and puts forward the portfolio strategy implementation based on talent capital property rights’ motivation way, enriching the research of motivation theory, and being advantageous to enhances the working efficiency of the talent,motivating talent constantly to increase talent capital investment, improving the capital stock in order to get more profits.
