Study On Farmlands Quality Post-evaluation Of Land Remediation Project In Tieling City

Nowadays, with the acceleration of urbanization and the rapid development of economy and society in China, the contradiction between people and land has become more and more prominent, and more and more attention has been paid to the rural land remediation project. Our country is now in a critical period of building a new socialist countryside, and the aim to carry out the land remediation is to strengthen the land consolidation, improve the integrated agricultural productivity, push forward the village rehabilitation, optimize the arrangement of land-use structure, improve supporting facilities, improve living environment, develop modern agriculture and improve farmer’s income. The land remediation plays a key role in China’s economic development and social stability. At present, China attaches great importance to the rural land remediation. Judging from the practical results, the land remediation contributes to expand the domestic demand in rural areas, promote the development of rural economy and improve the living environment of farmers. From the point of long-term planning, the land remediation can effectively solve the structural contradictions formed during rural economic and social development.This study selects representative projects of five counties, cities (regions) of Tieling city and conductes a comparative analysis using ten indexes from four aspects including land leveling engineering, irrigation and drainage engineering, country road engineering as well as farmland protection and ecological engineering. Through data analysis and field investigation, unit division is discussed and preliminarily determined; the relevant experts are invited to establish an evaluation index system using the Delphi Method; through normalization, the distribution of total scores of factors is determined and the quality level of farmlands is preliminarily classified. So the changes of land quality before and after the land remediation projects in Tieling city are analyzed and evaluated.The evaluation area belongs to the hilly land, and mainly includes farmland, garden plot and forest land. That area has certain soil quality foundtions but low irrigation and drainage guarantee before remediation, and after remediation, the land quality, road network, etc. are improved. Quality levels of farmlands of Projects 1,2,4 and 5 are improved from Level Ⅲ to Level Ⅰ, the quality level of farmlands of Project 3 is improved from Level IV to Level Ⅱ, and most of the land of project units is improved to Level Ⅰ. Viewing from the perspective of comprehensive farmlands quality scores before and after the remediation of the evaluation area, the quality of farmlands is improved, which shows that the effect of land remediation is very obvious. All of the four project areas basically meet the standard of high-standard farmland, and because the Project 4 area belongs to the hilly land in Xifeng County, there is a gap in land slope between that area and basic farmland regulations, which is mainly caused by the geographic location.In the future comprehensive land remediation project, input in land levelling project in hilly area shall be increased, which is beneficial to the agricultural development. In the long term, to guarantee the quality of farmland and perfect the high-yield basic farmland system, more and more attention shall be paid to the protection of high-yield basic farmlands during the agricultural production, problems to be solved during the land remediation project shall be found out, and the significant effect and shortcoming of the land remediation project shall be summed up so as to provide scientific guidance on better development of future land remediation project.
