Study On China’s Civilian Radio Spectrum Resource Management Countermeasures

With the continuous development of China’s information technology, the rapid development of radio technology, radio new business, new applications are emerging, has been widely applied to the political, economic, and other important areas of people’s livelihood. Radio spectrum resources as the various radio communication services only media is the cornerstone of the development of information superhighway, but also lead the continuous innovation and development of the radio industry of important natural resources, play a crucial role in the process of social and economic development. However, with the development of radio technology becomes more and more popular in the field of civil, civil wireless station also increased, resulting in increasingly tense contradiction between supply and demand of civil radio spectrum resources, increasingly complex electromagnetic environment, illegal use of frequency phenomenon despite repeated prohibition. How to promote the management innovation of civil radio spectrum resources, improve the efficiency of resource use, make it better serve the society and economy, this is the key issue of this paper.This paper firstly expounds the background and significance of the research on spectrum resource management of civil radio in China, and summarizes the research results of domestic and foreign scholars, and determines the research content and research methods of this paper. Secondly, this paper introduces the concept and attribute of civil radio spectrum resource, and puts forward the basic management theory, including market economy theory, public management theory and so on. This paper introduces the management mechanism and policy of our country "s civil radio frequency spectrum resource, analyzes the problems existing in the management of civil radio frequency spectrum resources, and analyzes the reasons. Subsequently, the paper introduces the management of civil radio spectrum resources in the United States, Britain, France and Japan, and has gained enlightenment and experience from the development experience of the foreign civil radio spectrum resource management. Finally, combined with the facts in our country, this paper puts forward countermeasures to perfect our country civil radio spectrum resource management:one is to strengthen the spectrum resources planning and management, give full play to the role of the market economy, to optimize the allocation of civil radio spectrum from three aspects; second is to establish civil radio frequency spectrum resource sharing strategy, improve the efficiency of resource use; the third is to perfect legal system construction, strengthen the administrative law enforcement, strengthen the construction of technical infrastructure, to improve public awareness, strengthen the construction of talent team.
