A Study Of Strategies On Spectrum Resources Management Of Jiangsu Province

The radio spectrum is a resource that plays a strategically significant role in safeguarding state security and economy improvement.The legal and scientific management on the limited resource is an effective way to achieve its value.The radio industry has been developed so quickly since China's opening up and reform and the widely used radio technology brings an integrated development in our society and economy.The value of radio spectrum on economy,society and national defense become increasingly prominent.The government management on radio spectrum may face new challenges for the intense competition on this rare source.To realize the actual utilization of this resource and administrate it effectively is a main task for us.By analyzing radio spectrum features,it is found that the radio spectrum resource shares four main features:rarity,external interference,information asymmetry and monopoly.The administration on this resource is limited by its features.Also,subject and object of radio spectrum administration are described theoretically.The government should focus its management on radio frequency,radio station,and maintenance of radio wave order.The countermeasures for improving the management of radio spectrum resource are discussed and analyzed within the changing economic,technological,legal and social environments as well.According to the analysis of current utilization of radio spectrum in Jiangsu province,the problems of imperfect laws and management,backward infrastructures do exist.This paper concludes the main causes to the above problems:excessive or inadequate management,incomplete policies on resource allocation,multiple management,absence of public participation and scientific evaluation.This paper argues that a further administration on radio spectrum needs to be intensified by the theories of supply-demand and externality from the dimensions of government--military,sectors-sectors of government,market-government,and society-government.In this way,the problems occurred in radio spectrum management can be effectively relieved and solved.Finally,some reform suggestions for improving the management on radio spectrum are put forward:to build up an integrated developing system available for both civil and military use;the government administration needs to be developed comprehensively;the allocation of radio spectrum resource should be market-oriented;the public participation is necessary to promote radio spectrum administration.
