in recent years,the emergence of information and communication technologies(ICT)such as internet of things,cloud computing,big data,wireless communication,and near field communication,and the development and application of smart terminal,new device and businesses have played a positive role in China's application of wireless communication,management skill and model transformation,all of which bring about the vigorous development of wireless communication.With China's economy entering its “new normal”,Zhejiang province first proposes major strategies such as the development of information economy with Internet plus at its core and the building of a powerful network.Meanwhile,Wuzhen,eastern China's Zhejiang province,has become the permanent site for hosting the World Internet Conference.In addition,the 14 th FINA World Swimming Championships(25m)2018 and the 19 th Asian Games2022 are also held in Hangzhou,Zhejiang province,which raise a higher requirement for ensuring Zhejiang's network information security.As the supporting technology to ensure the security of network information and promote the smooth implementation of national development strategy,radio frequency spectrum resources management has been playing a more and more significant role.Based on previous domestic and foreign studies on radio frequency spectrum resources management,combining with related concepts and theories,this thesis mainly studies the wireless management in Zhejiang province by using methods such as literature review,survey and case study.The result shows that problems such as overlapping management,single distribution,the overreaching and absence of government management,the lack of public involvement and related laws and regulations,has posed serious threats to the management of wireless communication in Zhejiang province.Specifically,these problems are: single allocation of frequency resources,irrational charging system,underdeveloped infrastructure for the management of wireless communication,chaotic market order of wireless equipment and ancillary products;yet-to-be-improvedinformatization construction for the management of wireless communication;difficulties in administrative enforcement of law.To find problems is to better solve them.Therefore,to promote the effective and scientific development of radio frequency spectrum resources management in Zhejiang province and based on the above analysis,this thesis puts forward seven suggestions: one,top level planning for wireless management should be improved to ensure sufficient supply of wireless resources for the social and economic development of Zhejiang province;two,administrative reform should be further promoted to improve platform building,bridge the communication channels between the government and the public and enterprises,and provide full-coverage wireless services;three,regulations and laws on wireless management should be further improved and the ways of law enforcement should be innovated to promote the orderly development of wireless businesses;four,the application of the new-generation of information technology in wireless management should be strengthened to effectively improve the intelligent management of wireless communication;five,training for diversified wireless talents and introduction mechanism should be actively explored to promote the comprehensive development of the industry;six,wireless monitoring and detection public service platforms should be built to encourage and guide social resources to participate in wireless management;lastly,a development system for military and civilian integration of radio frequency spectrum resources should be established and continuously improved.
