| Tremendous contributions have been made by the implementation of the toll road policy for the road development, which also has been powerful support for the infrastructure of social and economic development. However, our toll road has been very controversial issues recently. Discussions and research have been widely made from government to public media. Through this process problems and suggestions are also brought forward. The proper evaluation and right direction for the ongoing toll road development is supposed to be attached much importance to. As a member of the transport industry, I shoulder a responsibility to do the research for this issue, a research regarding the historical evolution of toll road as well as the contributions and problems, all of which leads to the effective measures and prediction of future direction of toll road in our country.This thesis firstly summarizes the historical evolution and the evaluation for the contribution of our toll road. Subsequently problems existing in toll road management are proposed, such as overlapping functions of administration system, the lacking of systemic design of policy, the potential risk of debt level and the new requirement for the revision of laws and regulations. Then relevant theories of highway development and roads supply modes are brought forward and foreign policies are compared with. Eventually this thesis forms the conclusion and directions for our toll road development i.e. to build a "two highway system".On the basis of "two highway system", relevant countermeasures are put forward, including the scientific planning, the financial guarantee, the revision of laws and regulations, open public participation and transparent external supervision, technical guarantee and social support. Through these measures this thesis tries to establish the proper management code of our toll road and to make toll road truly promote our social and economic development as well as the satisfaction of the people. |
