Recently, Xinjiang expressway construction industry has made great progress and is in the period of great development. During 12 th Five-Year developing project, Xinjiang province spent 175.1 billion Yuan of on fixed assets investment,and the construction of the mileage up to 46.2 thousand kilometers, expressway connects evevry county in Xinjiang province. At present, the total mileage of highway in Xinjiang has reached over 178.5 hundred kilometers. The development of the highway mileage requires better highway operation and management. And this situation, to some extent, makes the poor operation of toll station the choke point of development of Xinjiang highway industry,meanwhile toll stations are operated by administrative institutionsr. Highway toll stations, as a unit of traffic services undertake the task of showing the good and healthy inage of industry. Therefore, it is urgent to improve the performance evaluation system of toll stations operated by modern enterprise management theory.This paper regards the Dalaoba duble toll station operated by Changji highway administrationas in Xinjiang a starting point. Combinning empirical and normative analysis, the method of theory and practice, and human resource management, organizational behavior, motivation theory, performance evaluation theory to analyze the present situation of the performance evaluation system and existing problems. Because the performance appraisal system is to be improved, evaluation index and weights are not well Selected, culture atmosphere is not good enough and lack supporting systems which caused the system is incentive, the evaluatin systerm of Dalaoba double toll station is designed reformed systematically, according to the modern enterprise management theory of performance appraisal design principles and ideas, and the design of indicators. It includes three aspects to analyze, which is the toll station staff, the station management personnel and special issues evaluation. And this paper dig to deep causes of the problem mainly analyzing the rformance appraisal, training, corporate culture and other aspects. Corresponding improvement measures was put forward to provide reference for the improvement of the performance evaluation system of Expressway in Xinjiang according to the following aspects: First, establish the management personnel to operate performance evaluation systerm. Second, improve the human resources training project, Third, diversify the applications of examination results. Fourth,foster modern corporate culture. Fifth, make good use of informatin systerm to improve the evaluation systerm,Sixth,the performance appraisal and salary systern is to be reformed.
