| Beijing public welfare forest insurance project and the corresponding insurance premiums for work since 2014. This paper summarized the performance evaluation forest insurance and agriculture insurance, then builds up a suit of Beijing public welfare forest insurance premium subsidy program。 Based on establishing an evaluation system on Beijing public welfare forest insurance premium subsidy program, we could assessment and analysis and find out the shortage and limitation in the premium subsidy program, to make it easier to propose recommendations and measures on welfare insurance to prevent and resolve natural disaster risk.In this paper, literature analysis, the actual research analysis, comparative analysis, quantitative and qualitative analysis, AHP analysis are used to determine the weight of each index. This paper made Beijing public welfare forest as pilot area, with practice date for project evaluation premium subsidy program. The frame of this project is based on Beijing public welfare forest, then build up index from project decision, project management to project performance. Then classified these three projects into 7 second class and 26 third class indexes. Then we analyzed each detail index.After the analysis of the result, we know that Beijing public welfare forest insurance premium subsidy program’s comprehensive evaluation index is 77.The comprehensive evaluation of this program belongs to the secondary indicators, which need further increase of Beijing welfare forest construction. At the last, we propose measures on Beijing public welfare insurance economic development in order to guard against natural disasters risk. |
