Research On The Regional Differences Of Agricultural Insurance Premium Subsidy Performance In Henan Province

In 2007,the central government began to implement agricultural insurance premium subsidies across the country.In 2008,Henan Province was also included in the scope of central government premium subsidies for the first time.Henan is one of China's major agricultural province.Security plays a decisive role.Since the implement of the agricultural insurance premium subsidy policy in Henan province for many years,the agricultural insurance premium subsidies provided by the central and Henan provincial government at all levels accounted for 80% of the premiums.The agricultural insurance premium subsidy policy has not only promoted the Henan agricultural to rapid development of insurance has provided reliable guarantees for the stable production and living of farmers and the adequate supply of agricultural products.Numerous research results have shown that agricultural insurance and its premium subsidy policy can incentivize farmers' production behavior to a certain extent.With the recent mention of "village revitalization" and "agricultural supply-side reform" in important central government documents,the impact of agricultural insurance and its premium subsidy policy on China's agricultural development has also received more attention,such as the performance level of agricultural insurance premium subsidy policy implementation,regional performance differences,and how to effectively implement the development trend of agricultural insurance adjust policies to agricultural insurance better serve agricultural production,and how to maintain the sustainable development of agricultural insurance have also become hot topics of research.Research on such issues not only expands the perspective of agricultural insurance premium subsidy policy performance research,but also provides targeted policy recommendations for optimizing policy adjustments and promoting sustainable development.This paper first uses data envelopment analysis to measure the performance levels of agricultural insurance premium subsidy policies in 18 prefectures and cities in Henan Province from 2009 to 2018,and makes a horizontal comparison of theperformance levels of various cities in Henan Province.The performance levels are quite different.Jiyuan City and Zhengzhou City have maintained a high level of performance for ten years and the performance level of each year is stable.However,the performance levels of most other cities are at a moderately low level,and the performance levels of each year The fluctuation range is large.Secondly,according to the DEA method,the performance difference of agricultural insurance premium subsidy was quantified,and the regional difference function of premium subsidy performance in Henan Province was obtained.Finally,based on the perspective of dynamic game theory,the Shapley Value decomposition method is used to rank the factors that affect regional performance of agricultural insurance premium subsidies in Henan Province according to their respective contributions from large to small,which are economic development factors,social and human environmental factors,and regions.Factors inherent to the development of the insurance market.Based on the research conclusions and the current status of policy implementation,there are five recommendations: focus on improving the efficiency of agricultural insurance premium subsidies in areas where the agricultural foundation is good but the efficiency of agricultural insurance premium subsidies is still low,improve the performance of premium subsidies with regional economic development,more attention to the social and human environment and the development of the insurance market on the development of agricultural insurance in various regions,focusing on the advantages of each region and improving the supervision mechanism for agricultural insurance premium subsidies in Henan Province.The innovation of this paper is to refine the regional differences in the development of the insurance industry to the regional differences in the development of agricultural insurance.The influencing factors are sorted according to their respective contributions,so as to more accurately explore the reasons for the differences in performance of agricultural insurance premium subsidies in various regions of Henan Province,and based on this,put forward more targeted policy recommendations.
