The Measurement And Research Of The Reasonable Subsidy Scale Of Commercial Forest Insurance Premium

Based on the literature review of the research on the commercial forest insurance premium subsidies,it is found that at home and abroad,there is a lack of the scale of commercial forest insurance premium subsidies.The expected utility function and the theory of welfare economics that the scale of subsidies is a key factor affecting the efficiency of subsidy,and farmers demand for commercial forest insurance has a significant impact on the efficiency of subsidy,and to analyze factors that affect farmers'willingness to pay by Cox proportional hazard model,using DEA model as output index to provide the basis for the selection,and combined with the year of 2013-2015 part area of commercial forest insurance premium subsidies implementation of data,using the DEA model in various regions of the commercial forest insurance premium subsidies efficiency.In the 11 sample areas,the subsidy efficiency value of the 7 regions is not optimal,of which the financial surplus of the 4 regions is redundant,and the other 3 areas are under the condition of insufficient financial input.The efficiency value that does not reach the optimal sample area again through DEA dichotomy calculate the optimal subsidy efficiency under the subsidy scale value.Finally,the paper puts forward to optimize the operating mechanism of commercial forest insurance premium subsidies,subsidies should vary by region,and increase the amount of insurance by way of increasing the size of subsidies and other policy recommendations.
