Research On Environment Problems And Countermeasures For Countryside Payment In Shandong Province

Along with the development of Internet plus technology and the rising cost of living, easy and varied payment terms are becoming more popular. As a sun-rising industry, payment industry is showing unprecedented development trend. Subject to regional economic, the uneven development of culture and other factors, cities prefer to enlarge promotion dynamics for emerging payment terms and capacity is much higher. While in relatively closed rural areas, people have lower ability to accept new things. So the ways of their payment is single and establishment of payment environment lags behind cities. With the development and the construction of socialist new countryside in China, how to improve the rural financial payment environment is one of the hottest topics concerned by both the industry communication and the theoretical field.In current China, financial payment system is mainly composed of modern payment system and tools, and cooperated by main body of supply, demanding main body and supervision subject of payment system to realize the development of payment system. Based on theoretical explanation of every element of payment system and relative literature review, this article analyze population, development standard of society and economy and the construction situation of payment environment of Shandong rural areas firstly. The study finds that there exists “Imperfect financial infrastructure in rural areas, lower non-cash payment awareness of farmers, higher settlement costs, the shortage of payment tools, low cultural quality level of the overall employees, pure security of capital” problem and so on. Then this article analyses the reason from “slowly and unevenly development in rural financial institutions, short of the non-cash payment atmosphere and effective guidance, low-income but high fees in rural areas, the limited payment tool promotion speed and acceptance degree, unbalanced education degree, the lack of good financial supervision” respectively.At last, for the above problems, the research put forward strategy and suggestions for improving the countryside payment environment of Shandong. That is to eagerly respond to the country’s call of supporting “three rural” financial construction work, encourage diversity of payment, promote the process of countryside payment service marketing; to innovate on payment and settlement tool and improve rural environment for settlement of payment; to strengthen publicity by various ways and improve farmers’ consciousness of non-cash settlement; to take advantage of tax cuts and subsidies policy to reduce the rural settlement fee and perfect the government regulation system, which guarantee the harmonious development of payment environment of rural areas in Shandong.
