The Efficiency Evaluation Of Scientific And Technological Finance In Shandong Province And The Analysis Of Its Influencing Factors

The concept of creative has been proposed by Science Communique of the Fifth Plenum of the 18 th Central Committee of the Communist Party of China. The report pointed out that we should be keep on the way of innovation and development. Rely on Innovation to open up new sources of economic growth and development. Of course, this requires financial investment in science and technology to continue to encourage mass entrepreneurship. Thus, it is especially important to rationally allocate the limited financial resources of science and technology to improve the operational efficiency of technology finance. As a major economic province which is ranked third by the sale of the real economy, there is still a huge gap in financing capacity and larger market capacity to fill in Shandong Province. So, it seem to be more important to improve the efficiency of sci-tech finance to better serve the real economy.In order to know the development level and present situation of Shandong Province and finds out the problems existing in the development of Sci-tech finance, to improves the efficiency of Sci-tech finance and to promote the positive combination the interactive development of science and technology and Finance, this dissertation began with the research on the financial efficiency of science and technology at home and abroad. It theoretical analysed on the sci-tech finance and its efficiency, defines its connotation,discussed the mechanism of the influence of Finance on the development of science and technology, and construct a comprehensive index system for the evaluation of science and technology financial efficiency. Based on the analysis of the inputs and outputs of sci-tech finance in Shandong Province, it describe the present situation of China’s science and technology finance and find out the problems. Use data envelopement analysis(DEA) to evaluate the efficiency of sci-tech finance in Shandong Province during 2000-2014. Then analyse the related factors affecting the efficiency of sci-tech finance by tobit model. The main conclusions are as follows:(1) Sci-tech finance lack of powerful theoretical guidance and practical reference in Shandong province;(2) Although Scientific and technological innovation support efforts continue to increase, the path of sci-tech financial developmentis not clear and its resources allocation is unreasonable in Shandong Province, the sci-tech financial efficiency is low;(3) Governments, financial markets and businesses all affect the efficiency of sci-tech finance. But its role is not the same. Increasing financial expenditure is not conducive to improving the efficiency. The expansion of sci-tech loans and high-tech enterprises are conducive to improving the efficiency.In view of the specific situation of the allocation of sci-tech financial resources in Shandong province, this dissertation puts forward some countermeasures and suggestions from three aspects of government, financial system and technological enterprise to improve the development level and the efficiency of sci-tech Finance. Make a more efficient allocation of sci-tech financial resources and develop a more reasonable plan for its development to make sci-tech finance more efficient. Let economic development of Shandong Province enter a new stage of improving quality and performance through encouragement of innovation.
