China should focus on transforming the mode of economic development and improve our international competitiveness through innovative technologies and products. High-tech industry is the main innovation principal part of our country, even the world. In China, there are many high-tech industrial parks, but the development level of them are much different. It's necessary to research it. Here, we study the relevant foundation theory of technological innovation and the recent situation of Chinese high-tech industry development. Then we use the data envelop analysis and the National High-Tech industry input-output data during 2003 and 2007 to evaluate the technological innovation efficiency of all regions and all industries. After that, we use TOBIT model to analyze the main factor effecting eastern, central, western areas and our country's technical innovation efficient.The result of the empirical analysis show that the overall level of efficiency of technological innovation is low, and the differences among regions are relatively larger. Empirical results show that:industrialization level of each region, the proportion of the number of scientists and engineers account for the total technological activities have significant positive effects on the efficiency of technological innovation; innovation diffusion in eastern, central region and the country also have positive effects. Only in eastern and western region, the investment in scientific and technological activities has positive effects, so we should increase the company's own funds in science and technology investment while preventing divergence between fixed asset investment and efficiency of investment. The article's concluding section display China should further expand the market freedom, use market forces to allocate resources to improve resource utilization to improve technological innovation's efficiency. Also, we should enhance regional interaction to make use of "technology diffusion", strengthen the legal protection of intellectual property rights and play a "human" subjective initiative to promote scientific and technological achievements to provide adequate capital; we should establish workable technical property rights trading market, hi-tech outcomes market. Then, through market-driven flow of cross-disciplinary talent and mutual support among high-tech industries to make optimal combination of innovative elements, technological innovation efficiency is promoted.
