Now, more and more organizations began to adopt the form of the team to deal with all kinds of problems. Due to the team than individuals have more ability, experience, resources and stronger ability to adapt to change, the work unit of organization changes gradually from individuals into the team. Therefore the effectiveness of the team becomes the focus of management theory and practice. Organizational learning theory said that, learning is the ability all organizations should have, is all organizations adapt to the environment and keep their own status, the core and foundation of sustainable development. Therefore, the core of team effectiveness lies in its ability to adapt. Teams should constantly improve the learning ability to adapt to the current complicated and changeable environment. The premise condition team set up is the same goal. The external environment change led to the team task uncertainty. Task uncertainty has an important impact on team effectiveness. Therefore, this article will study how the team learning capacity influences on the team performance with the condition of task uncertainty.The object of study is research and development teams. This study based on organizational learning theory and contingency theory. First,the authors reviewed the existing theoretical analysis and empirical research. Based on this, put forward the corresponding research hypothesis about the relationship between team external learning ability, team internal learning ability, task content uncertainty, task influence uncertainty and team performance. Then, the author designed matching questionnaire to obtain sample data and examined the reliability, validity and consistency of the data. After inspection pass, the author aggregated the data from individual level to team level by means of the average. And then, do principal component analysis. It is concluded that the team external learning ability has three factors, such as the ability of knowledge absorption, the ability to find and the ability to choose; team internal learning ability has four factors, such as executive ability, ability to build knowledge base, reflection ability and invention ability; task uncertainty has two factors, such as task content uncertainty, task influence uncertainty. Next, by hierarchical analysis, it got the weights of three factors of external learning team and the weights of four factor of internal team learning. Finally, test hypothesis through stepwise regression.The empirical analysis results show that,(1) the team internal learning ability was influenced by the external learning ability;(2) the team internal learning ability has significant positive influence on team performance;(3) the team external learning ability has positive influence on team performance;(4) the team internal learning ability plays a role of intermediary between the team external learning and team performance.(5) the content uncertainty is adjusting team external learning ability effects on team performance;(6) task result uncertainty is adjusting the team internal learning ability to impact on the team performance. Some suggestions for team management according to the conclusion,(1) the system training, improving the ability of team learning;(2) pay attention to the mediation role of team internal learning ability;(3) pay attention to the changes in the outside world, especially the task uncertainty.
