Research On Peasant’s Willingness Of Pension With Land And Factors Influence Their Intention

The problem of aging population and the old people’s pension are the two major problems that China must face in recent decades,Aging population refers to the proportion of the elderly population gradually high,it also means that the social labor force is reduced. The number of elderly population increases, social pension burden increases, then the pension problem appears. Especially China’s urbanization rate is not high currently, a large number of rural youth labor force has gone to the city,which made empty nester and the rural land abandoned. The traditional mode of family pension was facing a crisis, the old people’s pension situation in rural areas has been more severe. The physical quality of the rural elderly declines without money to see a doctor, lack of fund without other source of income, labor ability weakenes, but still keep to engage in agriculture in order to maintain life, and their children can not be around to take care, Causing the pension problem in difficult situation.In order to alleviate the severe pension situation in rural areas, in 2009, China launched a new rural social pension insurance system, although the implementation of this system has reduced the problems of the elderly in rural areas, however, due to the pension standard is too low, it is even difficult to maintain a normal living needs, many rural elderly residents are still in poor pension condition. Because of the huge population in our country, the rural elderly population is also very large, raising the pension standard or carrying out a new pension policy will be bound to increase the financial burden of the government. In order to seek such an auxiliary way, it can not only improve the conditions of the elderly in rural areas, but also reduce the financial pressure of the government, this paper puts forward the model of the land endowment. That is such a way the rural elderly residents Obtain the required pension and improve the situation of the pension by reverse mortgage with their own land property.Although there is a certain feasibility in the theoretical derivation of the pension with land, whether this model can be accepted by the rural residents still need practice research. This paper takes the rural residents’ willingness of pension with land as the dependent variable, takes the data of individual characteristics, family characteristics, land characteristics and consciousness characteristics of rural residents as the independent variables, construct the two element regression model, based on the survey data of five counties in Kaifeng City, analyzing the factors that affect the willingness of rural residents of pension with land through data operation, And puts forward some suggestions according to the influencing factors.The conclusions of the study are as follows:(1)There are 12 factors contain the degree, the nature of the work, income level, situation of whether the son is farmer, non-agricultural income accounts for the proportion, number of labor force engaged in agriculture, number of family labor, number of contracted land, disposal methods of contracted land, children interference awareness, environmental awareness and behavior awareness of rural residents that have significant effect on their willingness of pension with contracted land.(2)There are eight factors of situation of whether the son is farmer, non-agricultural income accounted for proportion, housing area, number of resident in the house, environmental awareness, the housing situation in the town of main members of the family, children interference awareness, behavior awareness of rural residents that have significant effect on their willingness of pension with homestead.According to the conclusion, this paper proposes the suggestion of establishing the model of pension with land. First, to locate the main objects of demand, identify the breakthrough, and carried out gradually. Second, to make the non-agricultural industries in rural areas nearby be active, improve rural residents’ non farm employment ability, improve the degree of freedom of rural residents’ selection in job. Third, to strengthen the propaganda and guidance of the policy, let rural residents understand the advantages of pension with land, which can increase the recognition of the policy. Forth, to build a diversified pension model to meet the different needs of rural residents, so as to satisfy the actual needs of demand subject. Fifth, to accelerate the registration of land ownership, and carry out rural land value evaluation actively, in order to provide support and guarantee for the development of the pension with land.
