Evaluate the efficiency of the Agricultural Policy Bank of China. In combing the basis of agricultural policy bank operation efficiency of domestic and foreign literatures in recent years, expounds the development and the basic characteristics of related concepts of agricultural policy bank of China, the development and the operation efficiency. Through the financial index to study the Bank’s micro operation efficiency, mainly from the two aspects of profitability and business risk of agricultural issue to create economic benefits and prevent operational risk management ability of micro efficiency has carried on the empirical analysis. By Johansen co integration test and Granger causality test, the empirical analysis of Yuncheng city total output value of agriculture, farmers per capita income and agricultural issue at the end of agricultural policy loan in the amount of the three indexes, objectively show the Y City agricultural policy credit input and agricultural economy, farmer income growth between relationship and further reflect the Bank’s macro operation efficiency.The main conclusions of this paper are: the slow growth of agricultural policy bank of China profitability, and there is a decreasing trend, the risk management ability better, credit risk is decreasing year by year, micro operation efficiency needs to be improved; in macro operation efficiency, policy credit input to agricultural income and rural economic growth performance is not obvious, issued by the agricultural policy credit funds of the low operational efficiency. Broaden the agricultural distribution business, taking into account the development of the commercial business, further enhance the risk control ability, improve the efficiency of the allocation of funds, the establishment of an effective incentive mechanism etc. five aspects put forward to the corresponding policy recommendations to improve agricultural policy bank of China operation efficiency.
