| Economic-Technological Development Zone is one of the China’s specific areas earliest established in the coastal open cities mainly to the development of knowledge-intensive and technology-intensive industries. The construction of Economic-Technological Development Zone is an important strategic decision for the implementation of the reform and opening up policy in China, is also an important institutional innovation. It plays an important role in China’s modernization process. The background and basic conditions of establishment of China’s Economic-Techno logical Development Zone are quite different. After years of construction, different development zones develop unbalancedly, and there are big differences in economic operating efficiency of different zones. The comparative analysis of their operating efficiency in this critical period of China’s Economic-Technological Development Zones can promote their benign operation. Meantime, it can be of great strategic significance to transforming the pattern of economic development, improving the healthy and rapid development of regional economy in order to enhance China’s economic strength and realize grand aim of building a well-off society.In this paper, we analyze three stages of the China’s Economic-Technological Development Zone. It has been30years after establishment of the first state-level development zone in1984. The paper discusses the important leading role to the regions, which mainly reflected in three aspects, the leading role in the total economy, in technological innovation, as well as in opening up in the city.As the theoretical basis of the study, the paper uses the scale efficiency theory, the industrial cluster theory and resources efficiency theory, etc. to analyze the scale efficiency, industrial cluster efficiency and resources efficiency of economic operating of different zones. It proposes the theoretical analytical frame of economic operating efficiency of the Economic-Technological Development Zone.Baed on the analysis of the scale efficiency, industrial cluster efficiency and resources efficiency of different zones, the paper uses data envelopment analysis(DEA) method, builds the index system of the zone’s economic efficiency analysis from the point of view of input-output elements. This paper constructs Multiple input-output index system and DEA model that Suitable for the evaluation of development zone economic operation efficiency. I analyze the operation efficiency of main state-level development zone from static and dynamic aspects.It respectively makes static analysis of the zone’s operating efficiency from the angles of overall efficiency, pure technical efficiency and scale efficiency; uses Malmquist index method to make dynamic analysis of the zone’s operating efficiency. The paper makes evaluation and sorting of China’s major state-level development zones based on the different elements of the efficiency.The paper proposes countermeasures and suggestions targeted to enhance the operating efficiency of the economic-technological development zones in China through quantitative analysis and empirical research on the zone’s operating efficiency. It includes rational planning in order to increase scale efficiency, readjusting industrial structure in order to expand the advantage of industrial cluster, implementing innovation drive in order to promote resources efficiency, promote the reform of administrative system in order to improve administrative efficiency and so on. |
