| With the continuous reform of the electricity market system of our country, the electric power market potential has been aroused, the grid will gradually change the profit model. The market of the electric power industry, means that the new trading mechanism with market demand, such as the introduction of large consumers direct purchasing. Introducing the new trading mechanism, will have varying degrees of impact on the generation scheduling, power peak adjustment, operation and maintenance, will stimulate the market potential, make the electricity market more dynamic. However, no matter based on what the transaction principle, reasonable calculation and allocation of transmission fixed costs is not only the key to promote the optimal allocation of electric power industry benign development and power resources, power market is the urgent important problem.At present, the practice at home and abroad, the transmission fixed allocation method is not the same, reasonable fixed transmission cost allocation method both can guarantee the balance of transmission cost, cost effective recovery, to the users and the power grid power generation provide appropriate economic signal, but also to ensure to efficient use of resources, to maximize the social benefits, and guide the healthy development of power industry. And the existing methods are difficult to take into account the two aspects. In view of this problem, this paper has studied and analyzed the domestic and foreign transmission fixed cost allocation method and the characteristic foundation, mainly completed the following several work:(1)This paper introduces the development course and current situation of China’s electric power market, and summarizes the current research situation at home and abroad, and illustrates the necessity of the research on the reasonable allocation of transmission fixed costs.(2)Analysis the composition of transmission cost, and briefly introduces the transmission fixed cost allocation principles, summarized the characteristics and shortcomings of the various existing methods, makes a detailed analysis of the existing transmission method, the mathematical model of each method is presented, and are compared and discussed.(3)In this paper, the data envelopment analysis and cooperative game are proposed to solve the problem of cost allocation. This paper introduces the basic content and significance of cooperative game, explains the connotation of various solutions of cooperative game, and introduces the relative concepts of data envelopment analysis.(4)To solve the transmission fixed cost allocation problem, the establishment of including electricity, time-sharing electricity price and electricity to quality factors such as the fixed cost allocation index system, construct mathematical model based on Data Envelopment Analysis(DEA)and cooperative game nucleolus solution is introduced, and then the regional restrictions and weight constraints guarantee, through simulation calculation results with other methods comparison method to judge the rationality. |
