Socialization is the process of agricultural production and management considerations, provided by different institutions and organizations, including agricultural services, information services, financial services and agriculture industry associations to provide integrated services. Hebei Province in the construction of new agricultural management system, is also facing problems,such as government incentives, land transfer, investment in the quality of production factors, the development of new agricultural business entities defect, division of labor and cooperation, social service backward.To take full advantage of new business entities agriculture demonstration farm family, farmer cooperatives and other leading role, the use of normative analysis and empirical analysis, the establishment of “1+2+4+4” frame, between farmers and the establishment of new agricultural business entities, as well as mechanisms for new agricultural symbiosis between business entities.
