Rural homestead is an important property in the rural collective economic organization, as farmers’ security and welfare housing, homestead plays a function of rural collective housing security. Nowadays our country takes strict restriction measure on the transfer of the right to use the homestead,but with the continuous development of the integration process of urban and rural areas, the existing rural residential land system and the development of rural economy have appeared not to adapt. It’s very important to realize the diversification of farmers financing instruments, promote urban and rural population mobility, change the structure of urban and rural, if there is a limit to let go of the rural homestead circulation system.This paper takes S village in Shandong Province Yutai County as the object,at the background of our country selects some places begin to pilot the transfer of land use rights. This article mainly uses the literature material law and the questionnaire survey method to carry on the elaboration to the peasant household’s subjective intention and the S village homestead objective situation. The purpose is to find out whether the villagers to support the transfer of homestead, and whether the S village has the objective conditions for the transfer. Homestead circulation is of great significance for the development of the local urbanization, the improvement of land use efficiency, the construction of new rural areas. This paper will also propose measures from improving Yutai County Rural Homestead Management, the measures for the land use right transfer and integration of urban and rural social security.In short, we hope to provide a reference for the future reform of the system of transfer of land use rights.
