With the continuous development of China’s real estate industry, real estate enterprise’s scale expands gradually, more and more real estate groups emerged, the management mode transformed gradually from the previous single-project or multi-project into group management.This article builds a set of scientific and standardized collective purchasing management mode on the basis of the author’s abundant experience in purchasing management of real estate company and his research on JZY Group’s purchasing management mode, which can provide reference for the start-up real estate enterprises and avoid mistakes; and also can be used for those real estate which are still with non-standard purchasing management and to provide reference and experience for these companies.Firstly, this article makes a review and summary of the current domestic and abroad research, explains the related theories of purchasing management in real estate and the ubiquitous problems of the purchasing management of the real estate enterprises.Secondly,this articletakes JZY Group as an example, systematically introduce JZY Group’s purchasing management mode and actual practice.Finally, this article summarizes the existing problems and proposes the following corrective suggestion on the basis of JZY Group’s purchasing management, which are:1. To revise the current Responsibility System, adjust the responsible department of the responsibility manual; to streamline management levels, change from present tertiary management to secondary management; expand the approval authority of the branch company; to improve the responsibility of contract modification. All those actions reduce the approval procedures, save the approval time and improve the working efficiency.2. It proposes that it should expand the overall strategic procurement range, list the product, increase the quantity to decrease the price and continuously reduce the cost;streamline the working range of purchasing dept, focusing on the engineering purchasing; revise the clause of "The number of bidders, design and construction companies shouldn’t be the same,rules of negotiation and calibration ",which makes the system of purchasing management is more practical; suggest purchasing and finance department participate together in the bidding and negotiation stage, mutually supervise, to reduce the man-induced moral hazard during the purchasing process.3. It improves the evaluation system of supplier’s performance and provide the corresponding grading table, which can list the score, grading and the evaluation results according to the supplier’s performance; proposes to perfect the supplier information to the existing suppliers; formulates supplier’s delivery management system, to guarantee the effectiveness of the supplier’s inventory; strengthen the communication with the supplier, to increase the mutual emotion and to lay a good foundation to the future cooperation.4. It presents to strengthen the standardization of the contract version, to increase the scale and rang of the contract standardization, to improve the quality of contract; clarify the condition of signing the supplementary agreement, it’s strictly prohibited to sign a supplementary agreement randomly.
