Research On Business Performance Evaluation Of Urban Water Enterprises In China Based On DEA Model

In recent years,the rapid development of economy and society in cities,the continual promotion of urbanization, the continual improvment of urban residents’ living standards;at the same time,the environmental pollution becomes increasingly serious, the situation of strengthening environmental protection becomes more and more serious.Thus,higher and newer requirements for business operation activities of urban water sectors are put forward.On this background, the research of business performance evaluation of urban water enterprises can make some policy recommend-ations to improve the business performance of urban water enterprises, and also play a guiding role for promoting the healthy development of urban water industries.Firstly,this paper systematically describes the related concepts and theories of urban water industries and enterprise business performance evaluation.Through the research of business performance evaluation of urban water enterprises from home and abroad,this paper selects total assets, the number of employees and main business costs as input indicators, as well as main business incomes and main business profits as output indicators,to creat the DEA model of business performance evaluation of urban water enterprises in our country;and selects 12 sample water enterprises from the aspects of their regional distribution,quantitative distribution and comprehensive strength based on enterprise types.Secondly,this paper evaluates business performance of 12 sample water enterprises by using DEA model based on enterprise types.Results show that the overall efficiency of the sample water enterprises is not high,and private water enterprises’ business performance is superior to state-owned water enterprises’.Finally,through the above analysis,to promote the better development of the urban water sectors, this paper makes the following policy recommendations:state-owned water enterprises need strengthen technology research and improve the efficiency of management, while private water enterprises should expand the market actively, and both ought to establish the community of common interests by using PPP pattern.
