It is urgent to find a way to appraise the performance of enterprisesof water supplying, to establish an effective incentive and restraintmechanism, to mobilize the enthusiasm of the operators, and to improveits operating efficiency after China had actualized a reform in thestate-owned property management in the water supply industry.Based on the variety of performance assessment methods in the pastand the Balanced Score Card, we established an appraisement of businessperformance indicators of water supply system. This system is mainly forthe strategic objectives, and to appraise the operational performance infour areas of management, customers, employees and finance. Theappraisement index system sums up market factors and accounting factors,including both financial indicators and non-financial indicators, bothquantitative calculation and qualitative description, in order to reflect theperformance of water supply enterprises comprehensively.Meanwhile, wehave also analyzed the index weighting method and at last choosed AHP,and on this basis, designed an evaluation model in which different dataprocessing methods suited to different indicators.We selected the relevant information of Tianjin Water SupplyCompany to complete the empirical analysis, analyzed and appraised theresults after having dealt with the information, in order to explain how touse the performance appraisement tool to find out problems, to adjustbusiness strategic objectivest.Finally, we give some suggestion about how to improve businessperformance and promote water supplying enterprises develop better andfaster on both government and business.
