The widespread phenomenon of poverty has become a major obstacle for the goal of completing the building of a moderately prosperous society in all respects by 2020, especially in China’s ethnic minority areas. As a special area,De Qin is in Long-term impoverished state for the reason that the factors of history, natural conditions, Regional culture, transportations and so on. But even in such a national poverty county, De Qin has unparalleled Conditions for development plateau Characteristic Agriculture industry.As a new poverty reduction mode,Agro-Industrialization poverty reduction plays a key role in China’s poverty alleviation history. Different from the type of transfusion poverty reduction mode, it’s a way of focus to foster and support special industries in local, to completely solve the problem that poor people lacks the ability of basic survival.From the experience of the developing wine industry in Deqin County, it is not only an important way to growning up the county economic but also can boost farmers’ income to out of poverty state.Therefore, based on the unique geographical and climatic advantages in De qin County, develop the Agro-Industrialization is really an effective way to alleviate poverty.This paper based on interviews and questionnaires on field work in De qin, by the methods of empirical research, linking theory with practice, Set local governance theory as a guide to research Agro-Industrialization for poverty alleviation, on basis of theoretical analysis, proposed certain suggestions on the actual problems.
