Research For The Ways To Build DingXi Into A Moderately Prosperous Society In2020

The18th National Congress of China has clearly put forward the goal of building a moderately prosperous society in an all-round way until2020. In order to quantify the pace of building a well-off society, the National Bureau of Statistics has developed a statistical index system to monitor the building of a moderately prosperous society in an all-round way, confirming23indicators from six aspects including economic development, social harmony, the quality of life, democracy and law, culture and education as well as resource and environment.The18th National Congress of China has clearly put forward the goal of building a moderately prosperous society in an all-round way until2020. In2010, the implementation rate of building a moderately prosperous society in an all-round way of Ding Xi city is only56%,6.7%lower than that of Gan Su(62.7%),15.4%lower than that of western regions(71.4%) and24.1%lower than that of the entire country(80.1%). The development gap is obvious compared with the entire country, the western region and the province.The economic and social development of Ding Xi is an epitome of Gan Su Province and even the western region. Exploring a path to persue a simultaneous realization of building a moderately prosperous society in an all-round way between Ding Xi and the country does not only has the reference value to Ding Xi and the cities like Ding Xi city but also to the formulation of various regulations and policies for poverty stricken areas.Through the analysis, in order to achieve the goal of building a moderately prosperous society in an all-round way simultaneously with the country, Ding Xi will face pressures such as the limited time, the heavy tasks as well as great difficulties. Expected for the realization of4indicators among23,there are still19indicators expected to be realized, particularly8indicators such as the realization degree of per capita GDP blowing50%, the percentage of the expenditure on R&D accounted in GDP, the proportion of urban population, the income proportion between urban and rural residents, the per capita disposable income, the per capita housing area, the proportion of increased value of cultural industry accounted in GDP and the variation coefficient in gander among high school graduates. Besides, per unit GDP energy consumption(realization degree being59.9%) is another indicator. The above are9weak indicators for Ding Xi to build a moderately prosperous society in an all-round way which can be very difficult to realize. The realization of them is a hard task for Ding Xi in the process of building a moderately prosperous society in an all-round way and it will impede the process of Ding Xi to build a moderately prosperous society by the year2020.
