The Study On Land Use Management In Community Conserved Areas From The Perspective Of Conservation Concession Agreement

The establishment of nature reserves is an important way to carry out our conservation activities, and the top priority of nature reserves is to protect the integrity and biological diversity. However, a large number of communities live in or around the nature reserve, the conflicts with neighboring communities become an major obstacle to the effectiveness of protected nature reserve, and the conflicts of land tenure and use is the most basic and most important conflict. Establishing community protection agreement on community conserved areas depending on the community basic development right to improve communities’ initiative and enthusiasm in conservation is an effective means to alleviate the conflicts between nature reserve and surrounding communities. So, building conservation concession agreement own important theoretical and practical significance. In China, the conservation concession agreement on community conserved areas still at an early stage of research, this paper want to design the using program under protection, determine land ownership, adjust original land use pattern and optimize land use management on community protected areas from the angle of environmental awareness, multi-center governance and community participation. the aim of this paper is constructing the conservation concession agreement system with the core of optimizing land use management.This study is based on"the protection Strategy of YunLong TianChi Nature Reserve Project", by several times of research in Shuchang community within two years to accumulate a large number of data, on the basis of analysis current situation of conflict between Yunlong nature reserve and Shuchang community to determine the scope of Shuchang community conserved area and discuss the conservation concession agreement system with the core of optimizing land use management.Through this study, we can get the following conclusions. First, the conservation concession agreement system with the core of optimizing land use management can effectively alleviate the conflicts of land tenure and land use between nature reserve and surrounding communities. Second, baseline survey and identify with the main conflict is the premise and foundation of the system construction of conservation concession agreement. Third, the core of conservation concession agreement system is determining land ownership, adjusting original land use pattern and optimizing land use management on community protected areas. Forth, the community participate in protection actively in community conservation agreement is the key and security to achieve success.
