Evaluation And Countermeasure Study On Conservation And Intensive Utilization Of Construction Land In Baotou City

With the development and progress of economy and society,the traditional development mode of high energy consumption,high investment and high pollution no longer meets the requirements of the current era.Facing the requirements of saving priority and green development in the new era,it is an inevitable choice to promote supply-side reform,expand the new momentum of economic development,change the way of land use,and further promote the intensive and economical use of land resources.Baotou is an important base of iron and steel,aluminium industry,electric power,rare earth,equipment manufacturing and coal chemical industry.It is an important part of HuBaoYinYu Economic Zone(an important cross-provincial Economic Zone in Northwest China).As an important means of production,the economical and intensive use of land resources plays a vital role in the sustainable development of Baotou's economy and society.This paper takes Baotou City as the research object,combines theoretical research with field investigation,qualitative analysis with quantitative analysis,and combines the current situation of land use in Baotou City to analyze and evaluate the land use data in recent years.Firstly,through the dynamic change analysis of land use in Baotou City,we can see that the construction land of each county in Baotou City is increasing from 2014 to 2017.Potential,and the increase in the area comes from agricultural land and other land areas;second,through the evaluation of the planning of intensive and economical use of construction land,it is found that the per capita urban industrial and mining land in Baotou City has exceeded the planned target annual value,the growth rate of urban industrial and mining land is faster than the population growth rate,and urban development is based on the consumption of more urban industrial and mining land;third,through population development.Based on the analysis and evaluation of the matching degree between development and urban-rural construction land change,the land use trend types of the matching degree between population development and urban-rural construction land change in nine banner counties of Baotou City are extensive trend type,while the other banner counties are intensive trend type.The overall population development of Baotou administrative area matches with the growth of urban and rural construction land as an intensive trend.Fourthly,through the analysis and evaluation of the matching degree between economic development and the change of construction land,the overall gross product of Baotou administrative area and nine banner and county districts decreases,and the current situation of land use growth.According to the judgment basis,the land use trend types of Baotou administrative area as a whole and nine banner counties under its jurisdiction are extensive trend type,which indicates that the matching degree between economic development and construction land change in Baotou is poor.On the basis of the above analysis and evaluation,the paper summarizes three outstanding problems existing in construction land conservation and intensive utilization in Baotou City,and makes further analysis and demonstration: first,from the evaluation and analysis of the growth land consumption index,it finds that the land use efficiency is not high in the use of construction land in Baotou City;second,from the change of the urban stock land supply ratio in the past five years in Baotou City.And the change of land supply rate of agricultural transfer project in the past five years is analyzed,and the problems of insufficient potential tapping and low utilization rate of newly added construction land are obtained.Thirdly,from the comparative analysis of the gross domestic product of nine banner counties under the jurisdiction of Baotou City,we know that the development level of each banner counties is relatively unbalanced.At the same time,the main causes of the problems are analyzed.In view of the three problems,seven countermeasures are put forward from the angle of government public management: first,to strengthen the consciousness of land conservation and intensive utilization and establish the concept of sustainable development;second,to grasp the opportunity of "multi-integration" to realize rational distribution and resource saving;third,to activate stock,control increment,and release laterally the potential of land use;fourth,to develop the space utilization benefits of land resources and dig vertically.Digging the potential of three-dimensional space of land;Fifth,innovating land development mode,enhancing land value and promoting efficient use of land;Sixth,strengthening supervision after supply and strengthening joint law enforcement;Seventh,accelerating the conversion of new and old kinetic energy to achieve green sustainable development.
