The Research Of Seamless Supervision System On Yunnan Civil Explosive Industry

Explosives for civil uses, known as dynamite, detonator, industrial blasting fuse, are often used for infrastructure construction. Named the food of industry, explosives are not only the very basic of industry, but also the hazardous article with explosive tendency. Therefore, if the government do ineffective supervision on production, marketing, circulation of them and let stealing and exploding happened, they will make great threat to the public safety. These special characteristic decide they will be under strict control within the planned economic system.However, with the development of society, mercerization has expanded to all business fields including the civil explosive industry. Especially the devolution of administrative permission and price liberalization accelerated its pace of entering into the market economy. The management mode, operation mode and regulatory focus changed as well. The present safety management system had cracks now. The cracks exists in safety management system, relevant laws and regulations, industry developing system, etc.. We must do more consideration and research on how to build a supervision system that accord with our actual condition and promote the process of marketing on civil explosive industry.This article introduced the process, present situation and characteristics of civil use explosive supervision in China from two perspectives:administrative supervision; laws and regulations. On the basis of public choice theory, new public management theory and seamless organization theory, this article systematically analyzed the present problems of the supervision in Chinese civil explosive industry by learning the experiences of other countries and using the methods of literature study, investigation and comparative analysis. Taking Yunnan as an example, it tries to find out the reasons why the cracks exist under the guide of seamless organization theory and tries to give suggestions like reinventing government agencies, perfecting regulations and system standard, guiding the enterprise restructuring and deepening integration, building supervision auxiliary mechanism through multiple channels.
