To Create A Seamless Customs,

The argument of this paper is that China Custom should launch the reform of rebuild the process under the guide of the theory of Seamless Government so that it could deal with the continuous challenges from both outer side and internal environment. The building of Seamless Customs will finally realize the goal of the modernization of the whole Department. While at the same time, special attention must be paid to the necessary modification of the theory of seamless government according with the realities of China. The core part of reform is the rebuilding of the whole process. The proper beginning of the process rebuilding is Rick Management, which Seamless Government use widely as resolving the main contradiction of their countries.Exposition is divided into four parts. Part one is about the reason of introducing into the Seamless Government Theory for the urgent need of China Customs Reform, which facing the outer grim situation, existing its own administrative defects. Part two is the description of Risk Management, which is the central role of whole management, through the deep analysis of both new theory and management, setting out the relationship between them. The localization theory should be applied to the Customs procedures. Part three highlights the value and practices in western counties of Rick Management which as core links of building Seamless Customs. The last part tries to analyze the potential problems and viable solutions of Customs Rick Management as to noting the Seamless Government Theory has an important guiding values of China Customs modernization via actual case analysis of Customs and port clearance operations processes reengineering.Under the globalization background, China has paid much more attention to the close co-operation with world powers, we should study and introduce advanced western concepts in active attitude to promote the reform of Chinese government into a high level of development via detailed analysis of rebuilding Chinese government procedures which guided by advanced western administrative theory.
