Since the main leaders in the 18th, mentions the new problems of urbanization, new urbanization has become the necessary way of modernization in China, is China’s largest domestic demand potential, is the important power of economic development in China, is also a major people’s livelihood project. New urbanization of the "new", emphasizing the human-centered new urbanization, it is not simply the increase of the proportion of urban population and area continued to expand, but in the industry support, living environment, social security, life style, etc., by "home" to "city" transformation, creating better and more effective for public life environment, make more integration between urban and rural areas.Under the background of the new urbanization, rural migrant workers employment problem is not only related to the interests of the migrant workers and their families, more related to the harmony and stability of the whole society, especially with the continuous improvement of urbanization level in our country, rural migrant workers in this group are also growing, in the process of urbanization in our country, they constantly promote the development of the urbanization. However, migrant workers in the process of employment is still faced with employment discrimination, social exclusion, low level of employment, employment stability, low income, low social insurance participation, trailing their children’s education problem, poor employment benefits and is not fully protect the legitimate rights and interests, and many other adverse factors, these problems on the one hand, to make them into frequent job-hopping or unemployed; Realistic society, on the other hand, "employment" and "labor shortage" phenomenon worse at the same time. Many problems faced by rural migrant workers and their human capital is too low, the incomplete relevant government policies and so on factor. However, migrant workers employment problem is a big problem in the social stability, is related to the new urbanization strategy can realize the core of the problem, the Chinese government also very attention to this problem.This paper is divided into six parts:The first part is the introduction. First outlined the research background and significance of this article, secondly introduces the research contents and research methods, this paper finally illustrates the innovations and shortcomings of this article.The second part is relevant concepts, theories and research were reviewed. First answer from the concept of the new connotation of urbanization, the migrant workers employment, secondly introduces Marx’s rural labor force shift theory, schultz human capital theory and the theory of lewis dual economic structure, which constitutes the theoretical basis of this article, finally combed the domestic and foreign migrant workers employment and new urbanization of relevant research results, and the literature at home and abroad are reviewed, and points out that at present a lot of research is just a simple starting from actual conditions and migrant workers employment situation in our country is discussed to solve problem of employment of migrant workers in the course of urbanization, and for an empirical study on the field survey data, the empirical analysis, in order to construct a theoretical model, the lack of relevant research, influenced the Chinese scholars for the research depth and breadth of the problem.The third part is the analysis of the new type of urbanization under the background of migrant workers employment. First analyzed the new urbanization influence on peasant workers’employment, its influence:one is the traditional urban-rural binary structure towns are derived from the internal binary structure, the second is the new urbanization created more opportunities for migrant workers employment, three new urbanization is changing the concept of employment of migrant workers; Secondly from the scale of migrant workers, migrant workers personal characteristics, flow with distribution of industries, rural migrant workers migrant workers wages and rights protection four aspects analyzes the comprehensive under the background of the new urbanization employment status of migrant workers, migrant workers employment problem for the next step research provides the basis of reality; Again, this paper discusses the new problems appeared in the process of urbanization under the background of migrant workers employment:one is the migrant workers social security is low, employment rights and interests protection mechanism is not sound, the second is the low level of income of migrant workers, employment level is not high,3 it is migrant workers employment stability, career development problems, four is the question of identity, not equal to enjoy the city’s public service; Finally summarizes the overview of the four reasons of these problems: one is the defects of the system of related, the second is the government’s policies and supporting measures is not sound,3 it is influence of the demand for labor in the adjustment and upgrading of industrial structure, four is the low manpower capital and lack of competitiveness.The fourth part is the empirical study of new urbanization under the background of the migrant workers employment problem-based on survey data xiaogan migrant workers. First introduces the source of the sample data, the basic hypothesis and the selection of the variables. One is describes the source of the sample data, the choice is a large number of migrant workers output xiaogan as sample, from the basic characteristics of population, human capital and government support three factors on the impact of migrant workers employment put forward three basic assumptions, three is to describe the dependent variable and independent variable selection and its corresponding characteristic value; Secondly introduces the model building and empirical analysis. Confidence in employment research combined with the actual situation is presented in this paper is divided into five kinds of orderly degree of discrete variables, so ordered Logit model is established.2 it is through the model analysis to get two conclusions:one is the human capital of migrant workers employment confidence has positive pushing role, especially migrant workers skill levels to meet the needs of work, so they this kind of migrant workers employment confidence is stronger; And comparison on the level of education, college education of migrant workers are better than received a high school education of migrant workers employment confidence, other cultural degree of migrant workers employment confidence effect was not significant. From two aspects of government support and the migrant workers’human capital on the Suggestions to solve the problem of migrant workers employment. Government support level:one is from accelerate the construction of the new urbanization, creating more jobs; The second is to perfect the related system construction, expand policy support; Three is the establishment of integration of urban and rural labor market, improve the employment information service system; Fourth, strengthening education and training, improve the overall quality of rural labor force, from the four aspects to solve the employment problem. Migrant workers’ human capital level:one is from recognizing employment situation, changing employment idea; The second is to strengthen the self learning, improve their own quality; Three is to enhance legal consciousness, to protect their own interests, from the three aspects to solve the employment problems of rural migrant workers themselves.The sixth part is conclusion.
