Study On The Citizenization Of Migrant Workers In The Process Of Chinese New-type Urbanization

General Secretary Xi Jinping emphasized at the Central Urbanization Conference: “Promote people-centered urbanization,improve the quality of the urban population and the quality of residents,and give priority to the realization of the citizenship to the permanent living residents who are capable of having stable employment and living in cities and towns orderly.” The level of urbanization of migrant workers is an important measurement to show the level of urbanization.The citizenization of migrant workers is not only the key of solving the problems of agriculture,peasants,and farmers,but also an important research topic proposed under the background of the strategy of integrating urban and rural development and implementing new urbanization.Migrant workers are the special social groups arising from the progress of industrialization and urbanization in China.They are not only the main contributors to rural economic and social development,but also to urban construction and urban economic development.However,while migrant workers are making great contributions to urban development,their labor rights and livelihood protection have been neglected.Compared with urban residents,there are wide gaps between economic rights,political rights and public services.The short-term and unstable urbanization not only restricts the transfer of surplus agricultural labor to cities,but also brings a series of economic and social conflicts.Therefore,the study of the issue of urbanization of migrant workers has important practical significance for promoting new-type urbanization construction,expanding domestic demand,and coordinating urban and rural economic and social development.This paper takes the new urbanization as the background to study the problems existing in the urbanization of rural migrant workers in Northeast China,and focuses on the causes of incomplete urbanization of rural migrant workers in Northeast China,and gives countermeasures and suggestions.In recent years,the real economy in the northeast region has been in a relatively good state,the economic signals that have continued showing good results,the urbanization rate has been increasing year by year,and the level of urbanization has been continuously improved.However,the structural contradictions cannot be solved fundamentally.Problems,such as the monotonous industrial structure and unbalanced economic development,still exist.This has restricted the development of the Northeast region to come under economic,political,and other aspects,which has severely constrained the improvements of urbanization in the northeastern region,and as a result,slowed down the pace of peasant workers' citizenship.Based on this,it is necessary to explore methods to realize the new urbanization and urbanization,and to find a suitable path for the development of the Northeast region.The logical framework of this paper is as follows: First,the concept of new urbanization and citizenization of migrant workers is well defined.From the perspective of Marxist political economics theory and socialist political economics theory with Chinese characteristics,the peasant workers' citizenization in the process of new urbanization are studied.Then based on the recent migrant worker monitoring report,as well as statistics of the three provinces in Northeast China,and national economic development and statistical communiques,I will analysis the urbanization of migrant workers and try to show that urbanization of migrant workers are facing with the marginalization of employment and income,and their accompanying children are facing with prominent education problems and limited rights.And then,from the aspects of economic and social factors,institutional factors,and migrant workers' own factors,the factors that restrict the urbanization of migrant workers are analyzed.Finally,I will try give some suggestions in terms of improving the employment system,improving the social security system,strengthening education and training for migrant workers,protecting the rights of migrant workers accompanying children,and deepening land reform,etc.
