Energy Cooperation Between China And Russia-strategy,Present Situation And Risks

Energy is the important strategic resource that plays a major role in almost any national economy. Russia has huge oil and gas resources, so it became world’s leading producer and exporter. Furthermore, rapid development of China’s economy and energy resources requires endowment into rich countries to establish stable cooperation. Geographical position and stable political relationship of the two countries provide favorable conditions for a large-scale economic cooperation and a guarantee of steady development.Both countries have very strong and similar stands in energy resources, market, capital, technology, etc. Energy is one of the key areas of cooperation between China and Russia. In the field of energy, cooperation between two countries has 20 years of history. However, in recent years, with the Ukrainian crisis, Europe and the United States economic sanctions and a series of international events involving Russia, bring certain uncertainty to the energy cooperation between these two countries. Considering such background, the research on energy cooperation, the prospect of building a bilateral energy cooperation partnership, the search of the problems, risks, as well as solutions existing in the field of energy cooperation, and the promotion the healthy and stable development of economy of two countries is of great importance. This paper mainly consists of three parts:Firstly, a detailed analysis and summary of Chinese and Russian energy policies and strategies. Such method will help to analyze the energy exchanges and cooperation between China and Russia to provide background information.Secondly, combining both sides of the energy policy and strategy, this paper expounds the China-Russian energy cooperation development, mainly from two aspects of the investment and trade, the analysis of the current condition of energy cooperation between China and Russia, which sums up the problems existing in the field.Thirdly, based on the conclusions from the analysis, it presents the risks of further China-Russian energy cooperation and prospects, and, based on the principle of mutual benefit, puts forward propositions concerning the improvements for such cooperation.
