| Water is the source of life and the basic resource for economic and social development. The shortage of water resource restricts the Economic and social development of Yanchi County seriously.Based on the present situation of water conservancy construction in Yanchi County,this article combines requirements of Autonomous Region and the needs of developing water conservancy in Yanchi County with "Proposal of the CPC Central Committee on formulating the five thirteenth year plan for national economic and social development" and describes the current situation of the development of water conservancy in Yanchi County in six aspects, namely,drinking water safety, soil and water conservation, flood control and drought relief, water resource protection, water conservancy of farmland, and water conservancy informatization. Then,Based on the domestic and foreign researches and field researching, this article puts forward the guidelines, basic principles, general idea and main objectives on developing water conservancy in Yanchi County during the period of 13th Five-Year Plan, as well as the overall layout of constructing and developing of water conservancy, the main task of water development and reform, security measures and investment estimation according to the requirement of 13th Five-Year Plan for developing water conservancy. The AHP fuzzy comprehensive evaluation model adapted to the water conservancy of Yanchi was built.The evaluation indicator system and AHP fuzzy comprehensive evaluation model of water conservancy development plan were established by choosing appropriate evaluation indicators from planning process,planning technology system and methods,economic benefits, social benefits,environmental benefits and planning sustainability.The weigh values of the evaluation indicators were confirmed by using AHP The best one was chose by calculating the fuzzy comprehensive evaluation value of each scheme. |
