The Research Of Evaluation Method And Performance Of Irrigation And Water Conservancy Science And Technology Promotion Projects

With the promotion role of water science and technology to irrigation development become increasingly prominent, increase investment to change the status of weak agricultural infrastructure, strengthen the reform of water conservancy construction, promote the application of advanced scientific and technological achievements in water conservancy development has been an urgent work. In2011, government NO.1file about accelerating the development of water reform put forward:"We should complete water science and technology innovation system, strengthen the construction of infrastructure platforms, basic research and technology development, and do efforts to achieve new breakthrough and significant value research results both in the important area and core technology; Increase water conservation application of advanced technology products, and make efforts to build a number of water conservancy science and technology promotion demonstration base, gradually increase the investment to scientific research and promotion of water conservation"Water Science and Technology Promote Project, as a content of financial support for agriculture, how to increase investment and improve its capital efficiency, how to evaluate the performance to make it better serves the future management and rational decision-making has become the focus of government attention. Therefore, the research of performance evaluation will benefit the investment structure optimization, reasonable financial funds arrangements and investment efficient improvement,also it has an important role in improving decision-making and management of irrigation and water conservancy. This paper reviewed the history of the development and status of project performance evaluation study at home and abroad, comprehensively studied the theory of project performance evaluation, evaluation methods and index system, then made an empirical research with a case.This paper is divided into six parts. Part one introduced the research background, significance, methods, research framework and research status of the domestic and foreign. Part two introduced the related theory, performance evaluation of irrigation and water conservancy projects, public finance evaluation theory, commissioned economic liability theory and "4E" principle. The third part mainly analyzed and compared the different performance method, consequently choosed the evaluation method. In the forth part, we established the index system. From the point of model of fiscal logic flow, we designed the index system, which include3dimension indexes,7basic indexes and20specific indexes. In the fifth part, we took the integrated demonstration projects of Water Conservancy Science and Technology Promotion of Zhejiang for example, used the index system and fuzzy comprehensive evaluation method to make empirical analysis, which proved it better achieved the object. The last part is the paper conclusions and future research directions.
