The economy of knowledge rises rapidly and the globalization has pushed enterprises into a complex and varied network environment. Only innovation can help enterprises to break the bottleneck of development, to satisfy the different market demands and to survive from the sharply competitive market. With the development of chamber of commerce organizations, many small and medium-sized enterprises join the chamber of commerce to expand their own social network and accelerate the flow of resources configuration through the exchanges and cooperation with members of the network. In the process of gaining innovation resources from social network, that how to promote the enterprise’s innovation practice and advance its innovation performance by adapting suitable model of organizational learning has become an important subject before the enterprises member of chamber of commerce.By investigating and surveying 156 enterprises from Jinhua Dongbei Chamber of Commerce, we targeted the enterprises member of chamber of commerce to do research on the relation among social network, organizational learning and innovation performance of theirs. According to theoretical research and review literature, the social network was divided into 4 dimensions:social network size, social network centrality, network tie strength and network tie stability, and the organizational learning was divided into 2 dimensions:explorative learning and exploiting learning. Passing through the research hypothesis, using the tool of SPSS 19.0 and Amos17.0, we achieved the procedure from building initial structural model to the optimal model of the relation among social network, organizational learning and innovation performance. The followings are the final conclusion:(1) The chamber of commerce member enterprises organizational learning mode is positively related to innovation performance, which is limited by their own conditions,they are more likely to use exploitative learning.(2) The social network which the enterprises member of chamber of commerce lies in affect organizational learning mode choice. Expect that the network ties strength has significant negative effects to explorative learning and network stability does not affect explorative learning, other dimensions of network relationship have significant positive effects to both explorative learning and exploiting learning.(3) Organizational learning plays an important role of intermediary between social network and innovation performance. The influence on innovation performance from every dimension of social network is turned from direct to indirect, after variable of organizational learning has been put in, which means that organizational learning plays a role of intermediary in the procedure of how social network to impact the enterprise’s development, while explorative learning hasn’t take a clear medium role in the procedure of how stability of community relationship to promote the enterprise’s development.
