There is no doubt that the direct impact of the opening of the Arctic route to China is mainly reflected in the shipping economy and port economy. On the one hand, it provides an option for shipping companies in our country. It can not only reduce the cost of shipping, but also reduce the cost of foreign trade, and promote the prosperity of shipping economy. On the other hand, it provides the development of space and opportunity for the northern port of our country, which is helpful to the synchronous and coordinated development of the northern port and the south of China, and further promotes the economic development of the northern port. Russia, Canada, the United States and other countries around the Arctic Ocean have successively formulated and announced the National Arctic route plan and Arctic strategy, and even Japan also put into action, because of the geographical disadvantages, so far, our government has not yet released Arctic route strategic plan and the north pole strategy. However, in the face of the fact, namely the opening of the Arctic route, it is imminent that the Chinese government should formulate and promulgate the relevant policies and strategies.The first chapter briefly describes the purpose and significance of the study, domestic and foreign research status, research contents and methods. In the second chapter, the author analyzes the strategic position of the Arctic route,the status of the Arctic route, the importance of the strategic position of the Arctic route, the status quo of the Arctic route and the future development prospects. In the third chapter, the author analyzes the strategic plan of the Arctic route in Northeast Asia and the management measures and intervention activities. The fourth chapter analyzes the influence of the Arctic route to China, mainly from the positive influence and the negative influence to China’s port economy, foreign trade, economic structure, environmental safety, shipbuilding technology and other opportunities and challenges. The fifth chapter is to analyse the conditions of China’s development and utilization of the Arctic route, and evaluate the favorable conditions for China to use the Arctic route. The sixth chapter is to explain the strategies and measures of our government to deal with the Arctic route navigation, so as to provide theoretical support and practical reference for the formulation of the Arctic route policy and the management of Arctic route. The seventh chapter makes a summary and outlook of the full text.
