Study Of Coordination Mechanism Construction Of Rural-Tourism Policy Communities

Tourism is an emerging industry in China, and the development of rural area has always been emphasized in Chinese social and economic development. Rural-tourism, as a combination of both, has become an important solution to "three dimensional rural issues", as well as the main way to accelerate "beautiful countryside construction". In the past years, due to the development in social and economic development and the support of Chinese government policies, rural-tourism witnessed further development but also exposed an assortment of issues. The author of this article believes that the root of this problem lies in the unreasonable interest distribution caused by defective rural-tourism policies, which consequently give rise to problems encountered in the development of rural-tourism development. The key to ensure the constant and healthy development of rural-tourism lies in the clarification of the appeal of the stakeholder of rural-tourism and a mechanism to achieve a satisfying balance among these stakeholders. Thus, the author of this article introduced the concept of Policy Community in public management to analyze the cause of current issues in Chinese rural-tourism development, and, by referencing to the experience of multiple countries and areas, conducted exploration and research on how to construct a coordination mechanism among Policy Community of rural-tourism The main researching areas includes:1) By analyzing the range of related objects of rural-tourism laws and policies, identify the core entities of rural-tourism policy community, including the government, tourism enterprises, community members and tourists.2) In terms of interests, the appeals of each member in the policy community and the degree of emphasis on each appeal are different; by analyzing the appeal for interest of each community, clarify the conflicts within each community and the focus of conflicts between communities.3) Analyze the current situation and issues of rural-tourism in China, and analyze the conflict about interest from the perspective of policy community. The conclusion is that only by enabling each community to fully express their appeal, and by ensuring their reasonable appeal achieved through the fair judgment of policy can it be possible to balance each community’s goal and ensure the stable development of rural-tourism.4) Combine theories and practices, and conduct research based on concrete evidence. Use Xnghua city’s rural-tourism development in recent years and the way its local government applied in dealing with conflicts as solid examples for empirical study on constructing rural-tourism community policy coordination mechanism.
